The Organisational Change Project Manager will be responsible for overseeing the migration of a grant delivery function during a key service transition for a public sector organization. This hands-on role requires collaboration with complex stakeholders to maintain continuity of services while developing a new operating model for future delivery. The role is focused on project execution with defined milestones and immediate impact on the organization.

Responsibilities

  • Lead the migration of the grant delivery function and team to a new operating structure without disrupting live services.
  • Manage the end-to-end delivery of a defined project plan, including legal agreements and financial governance.
  • Oversee workforce transition activities in collaboration with HR and legal teams.
  • Coordinate cross-functional workstreams across HR, legal, finance, IT, and data to achieve full operational capacity.
  • Develop a new project plan for establishing a grant management function, including governance and operational processes.
  • Provide programme governance, manage RAID items, and deliver executive-level updates to stakeholders.

Requirements

  • Strong experience in delivering organisational change related to live service transitions.
  • Proven record of managing workforce change such as TUPE and team migrations.
  • Experience in managing programmes involving multiple organisations and governance structures.
  • Strong skills in programme planning, governance, risk management, and executive reporting.
  • Experience collaborating with HR, legal, finance, and operations teams for end-to-end change delivery.
  • Ability to navigate politically sensitive environments, especially in the public sector.
