Overview

We are seeking an experienced SEND Reform Programme Lead Consultant to oversee the delivery of a major programme aligned with national SEND reforms. This hybrid role involves close collaboration with various stakeholders, including Children's Services, Finance, and external partners, to ensure the effective management of milestones, risks, and dependencies. The Consultant will report to the Director of Education and play a critical role in promoting accountability and evidence-based progress in the programme.

Responsibilities

  • Lead the overall coordination and delivery of the SEND reform programme.
  • Develop and maintain robust programme plans, milestones, and delivery frameworks.
  • Establish effective governance, risk management, and assurance arrangements.
  • Coordinate delivery across multiple services, workstreams, and partner organisations.
  • Produce high-quality reporting and assurance for directors, senior leaders, and external stakeholders.
  • Maintain oversight of delivery confidence, risks, and barriers to progress.
  • Ensure programme activity aligns with national SEND reforms, statutory requirements, and financial planning.
  • Support senior-level decision-making, escalation, and system leadership.

Requirements

  • Significant experience of leading complex transformation or reform programmes.
  • Strong understanding of SEND and the national reform agenda.
  • Experience operating at director and senior leadership levels.
  • Strong programme management, governance, and assurance expertise.
  • Experience coordinating delivery across complex, multi-agency systems.
  • Ability to quickly establish programme grip and provide credible challenge and direction.
