Overview
The Target Operating Model Consultant will facilitate the design and establishment of a new directorate for a UK Government organization undergoing transformation. In this pivotal two-month contract, the consultant will collaborate closely with senior leadership to define the organizational structures, governance, and operational frameworks necessary for effective functionality. The focus will be on creating a robust operating model that aligns with the organization’s objectives and operational needs.
Responsibilities
- Design and develop Target Operating Models (TOMs) for the new government directorate.
- Define the organizational structure, including teams, functions, reporting lines, and governance arrangements.
- Advise on organisational design, workforce planning, and capability requirements.
- Create and recommend Centre of Excellence (CoE) models and capabilities across the function.
- Collaborate with senior stakeholders to achieve alignment on structures and operational approaches.
- Develop organisational structure charts, governance frameworks, and operational documentation.
- Produce handbooks, playbooks, and guidance materials for the new operating model.
- Conduct reviews and audits to pinpoint improvement opportunities and support organisational development activities.
Requirements
- Proven experience in designing and implementing Target Operating Models.
- Strong background in organisational development and government transformation programmes.
- Experience working collaboratively with Service Design, User Research, and User Experience teams.
- Ability to produce clear documentation, including structure charts and operational frameworks.
- Knowledge of governance frameworks and organisational capability models.
- Experience in conducting organisational reviews and developing improvement strategies.
- Effective communication skills for engaging with senior leadership.
