Bid Manager

Overview

The role of Senior Public Sector Bid Manager focuses on leading strategic applications to the Crown Commercial Service (CCS) Consulting Framework. This position requires close collaboration with senior stakeholders and internal experts to ensure successful framework admission and effective bid management. The contractor will oversee the entire bid project from strategy to submission, ensuring compliance and compelling communication throughout.

Responsibilities

  • Develop the CCS framework strategy and bid plan.
  • Assess the most appropriate lots, categories and positioning.
  • Own the project plan, milestones, dependencies and risks.
  • Coordinate input from leadership, finance, legal, HR and other teams.
  • Lead the development and refinement of bid responses and supporting documentation.
  • Ensure responses are compelling, evidence-based and fully compliant.
  • Identify gaps, risks and requirements early and drive them to resolution.
  • Manage governance, approvals and submission readiness.

Requirements

  • Proven track record of successfully onboarding organisations onto CCS or similar public sector frameworks.
  • Strong UK public sector bid/tender experience, particularly in consulting, professional services, or technology.
  • Experience leading bids as project initiatives rather than just writing responses.
  • Excellent stakeholder management skills, able to effectively engage with senior leaders.
  • Strong written communication skills, with the ability to present complex information clearly.
  • Detailed understanding of public procurement, compliance and evaluation requirements.
