Overview
The Procurement Consultant will play a pivotal role in transforming the Procurement and Contract Management function within a Midlands local authority. Working primarily remotely, with occasional travel to the Midlands, the consultant will lead the implementation of a new hub-and-spoke operating model designed to enhance service delivery across the organization. The role involves significant stakeholder engagement and is focused on embedding best practices in procurement and contract management, alongside delivering effective change management initiatives.
Responsibilities
- Develop and implement revised procurement and sourcing processes.
- Support the approval and adoption of new accountability frameworks and operating principles.
- Design and deliver pilot implementations within selected service areas.
- Gather feedback and refine approaches before wider organizational rollout.
- Create practical templates and tools for effective contract management.
- Support the development of commercial governance and assurance frameworks.
- Build effective relationships with senior stakeholders and influence behaviors.
- Produce regular progress reports and maintain transformation plans and key milestones.
Requirements
- Significant experience leading procurement, commercial or contract management transformation programmes.
- Strong understanding of public sector procurement and contract management.
- Experience implementing new operating models and governance arrangements.
- Excellent stakeholder engagement and influencing skills.
- Strong programme and project management capability.
- Experience driving behavioral and cultural change.
- Confidence in collaborating with senior leaders across various functions.
