Senior Technical Architect

Overview

The Senior Technical Architect will play a critical role in the next phase of a significant digital transformation programme for the Scottish Government, focusing on enhancing and validating the end-to-end service model. This position involves collaborating with various delivery streams, ensuring the alignment of technical and integration strategies, and delivering high-quality architectural documentation. The contractor will work closely with a mixed team of suppliers and government representatives to facilitate smooth integration and development of a secure testing environment.

Responsibilities

  • Develop and iterate the Full-Service High-Level Design based on technical and integration constraints.
  • Create comprehensive options papers and Architecture Decision Records (ADRs) outlining the reasoning behind architectural decisions.
  • Formulate integration strategies tailored to individual justice partners' systems and supplier landscapes.
  • Design low-level architecture to assure, cost, plan, and build the Beta phase of the project.
  • Document and manage High-Level Design (HLD) and Low-Level Design (LLD) artifacts through multiple iterations.
  • Ensure compliance with pertinent public sector governance and assurance processes.
  • Engage with stakeholders to justify architectural positions and negotiate with partner organisations as needed.

Requirements

  • Proven experience as a technical architect on complex digital services with successful delivery track record.
  • Expertise in creating High-Level and Low-Level Design artifacts in a regulated environment.
  • Strong systems integration knowledge, including event-driven architectures and service buses.
  • Proficient in API design and integrating with legacy third-party systems.
  • Experience in data architecture practices, including data quality and management without shared identifiers.
  • Deep understanding of Azure cloud architecture, including networking and CI/CD practices.
  • Experience with security and privacy frameworks, particularly OIDC/OAuth2 and data governance.
  • Strong written communication skills for producing clear technical documentation and reports.
