Transport Infrastructure Programme Director

Overview

Dudley Council is seeking an experienced Transport Infrastructure Programme Director to lead major regeneration and infrastructure initiatives. This interim role focuses on enhancing economic growth related to the Metro Phase 2 and Dudley Interchange projects while creating an investment-ready program for the area. The successful candidate will collaborate with senior leaders, local partners, and stakeholders to ensure effective delivery and governance across a complex portfolio.

Responsibilities

  • Lead and integrate Dudley’s major regeneration and infrastructure programmes.
  • Establish programme governance, milestones, dashboards, and risk management.
  • Provide strategic advice and assurance to senior leadership and elected Members.
  • Coordinate Council readiness activities for Metro Phase 2 and Dudley Interchange.
  • Act as the client lead for the Dudley Ecosystem Masterplan and manage procurement processes.
  • Build effective relationships with regional partners and stakeholders.
  • Maximize investment and economic growth opportunities across major initiatives.
  • Deliver the January 2027 Emerging Findings Report for the Dudley Ecosystem Masterplan.

Requirements

  • Proven senior-level experience in leading major infrastructure and regeneration programmes.
  • Strong background in local government or public sector environments.
  • Experience managing multi-disciplinary programmes with significant political considerations.
  • Demonstrated capability in programme governance, risk management, and reporting.
  • Experience in commissioning and managing external consultancy services.
  • Deep understanding of regeneration, infrastructure, and place-making initiatives.
  • Ability to influence and collaborate across organizational boundaries.
