Overview
The Test Manager will play a crucial role in overseeing the complete testing function for a large-scale digital transformation programme within a national public sector health organisation. This position involves end-to-end management of testing strategies and quality governance, working closely with both internal teams and external supplier partners. The Test Manager will be responsible for ensuring compliance and quality across all testing activities while supporting a mixed team of test engineers.
Responsibilities
- Own and evolve the QA strategy, including risk-based assurance and shift-left practices.
- Represent the test function in client governance forums and present quality metrics to stakeholders.
- Plan and coordinate test execution, ensuring adherence to the programme Definition of Done.
- Maintain requirements-to-test-to-defect traceability within Azure DevOps to meet regulatory standards.
- Implement and manage the defect management policy with a focus on clinical risk.
- Coordinate testing activities across multiple external suppliers at the FHIR boundary.
- Enforce quality gates in the CI/CD pipeline, including E2E execution at PR stage.
- Provide direction and support to test engineers, including capacity planning and hiring input.
Requirements
- 7+ years of experience in testing, with at least 3 years in test management, including strategy ownership.
- Experience in a heavily regulated domain with formal audit obligations, such as health or financial services.
- Proven client-facing experience, including quality presentations and negotiating with governance stakeholders.
- Proficient in Azure DevOps for test management and pipeline quality gates.
- Ability to manage API and contract testing in a multi-vendor environment.
- Experience with risk-based testing approaches and defensible test evidence generation.
- Demonstrated experience in managing test engineers within agile frameworks.
- Familiarity with clinical safety standards and health sector delivery is a plus.
