Overview
The Transformation Programme Accountant will provide senior financial leadership for a local government organisation's ERP Transformation Programme and the overall Transformation Portfolio. This role requires collaboration with Finance Business Partners and Programme Managers to ensure financial governance and compliance across multiple workstreams, helping to align transformation activities with the Medium-Term Financial Plan. The contractor will play a critical role in managing budgets, forecasting, and financial reporting to support strategic initiatives.
Responsibilities
- Establish and maintain budget baselines for the ERP Programme and Transformation Portfolio.
- Reconcile actuals through council finance systems and produce monthly variance analysis.
- Own the Forecast to Complete (ETC) and Estimate at Completion (EAC) for the programme and portfolio.
- Maintain supplier spend trackers and validate invoices against contractual terms.
- Produce financial packs for programme boards, including clear narratives on variances and forecast movements.
- Ensure compliance with financial policies and maintain audit-ready documentation.
- Support benefits tracking by providing cost evidence related to program expenditure.
Requirements
- Fully qualified accountant (ACA / ACCA / CIMA).
- Experience in Programme/Project Finance within local government or public sector.
- Proficient in forecasting, modelling, and reconciliations.
- Advanced Excel skills.
- Experience with ERP Programme finance.
