Programme Manager

Overview

The Programme Manager will play a pivotal role in leading the delivery of large-scale, complex technology programmes within a significant public sector organisation. This position involves strategic oversight across multiple programmes, including both application and infrastructure workstreams, while managing financial control and risk. The successful candidate will collaborate with various stakeholders and maintain strong relationships to ensure successful programme implementation and delivery.

Responsibilities

  • Lead end-to-end delivery of large, complex programmes with ownership of financial control and cost management.
  • Provide strategic leadership across cross-service-line programmes, addressing delivery challenges and shaping project deals.
  • Manage third-party suppliers to ensure adherence to delivery commitments.
  • Oversee programme-level risk management processes, applying recognized assessment techniques.
  • Operate within both Waterfall and Agile methodologies, tailoring approaches to meet stakeholder needs.
  • Maintain strong customer-facing relationships and engage with senior stakeholders effectively.
  • Coordinate delivery across application and infrastructure workstreams across multiple concurrent programmes.

Requirements

  • Minimum of 15 years of experience in Programme Management with a proven track record in delivery management.
  • Experience running large, complex programmes with a labour value of £10m+ and teams exceeding 100 members.
  • Familiarity with managing at least 5 major programmes that span both application and infrastructure delivery.
  • Strong financial acumen with expertise in realistic estimation and cost awareness.
  • Proficient in both Waterfall and Agile methodologies, with strong leadership and strategic management skills.
  • Demonstrated ability to manage third-party suppliers and oversee project monitoring and control practices.
  • Experience in risk assessment and management methodologies.
